G2G Contract to Refurbish Romania’s Cernavoda Nuclear Power

In 2023, CCC signed a government to government (G2G) contract with Romania’s state-owned nuclear utility, Societatea Națională Nuclearelectrica S.A. (SNN), under which AtkinsRéalis is delivering the refurbishment and retubing of the CANDU® reactor at Cernavoda Unit 1. This life-extension program will allow the reactor to operate safely for approximately 30 additional years.

The scope of work includes advanced engineering and safety analysis, procurement of specialized tooling and reactor components, and comprehensive technical support throughout project execution. Together, these activities will ensure the continued operation of a facility that supplies roughly 20% of Romania’s electricity through reliable, emissions-free nuclear power.

The project was initially launched with an award letter valued at approximately $750 million. Following additional approvals and scope confirmation, CCC announced a major milestone in 2024 with the validation of a broader contract valued at roughly $2.85 billion, reflecting the full scope of engineering, procurement, and execution activities required for the life-extension program.

Value of government-backed contracts

Under the G2G structure, CCC manages the contractual relationship, oversees compliance and milestone payments, and facilitates the export of Canadian nuclear expertise and technology. AtkinsRéalis, as the delivery partner, brings its deep experience as the steward of CANDU technology and leads the project’s technical and engineering execution.

Strategically, this G2G contract strengthens bilateral relations between Canada and Romania, supports Canada’s nuclear export strategy, and reinforces the global leadership of Canadian CANDU technology. It also demonstrates how CCC’s government-backed contracting model enables the delivery of large-scale, complex nuclear projects while advancing energy security, clean electricity generation, and long-term economic benefits for both countries.

Canada and Romania have long-standing diplomatic relations, strong security cooperation as NATO allies, and deep economic ties under CETA. Their relationship is further reinforced by multiple bilateral agreements, including nuclear cooperation, and was strengthened in 2024 through a joint declaration establishing a Canada–Romania Consolidated Partnership.
