A Crown corporation built to deliver
As a federal Crown corporation, CCC operates at the intersection of commerce and international relations. This gives us a unique advantage: the credibility and authority of the Government of Canada, combined with the agility to operate at the speed and discipline of the private sector.
This mandate positions us an effective executing agency—able to turn government priorities into commercial agreements, strategic partnerships, and measurable results for Canada’s economy through projects delivered.
We don’t just support government policy — we help deliver on it.
CCC reports to Parliament through the Minister of International Trade and operates under the authority of the
Canadian Commercial Corporation Act.

Our legislative authority
What powers does the Act give CCC?
- Enter into contracts: Negotiate, sign, and manage commercial contracts in Canada and internationally, particularly where governments are involved.
- Act on behalf of the Government of Canada: Facilitate export transactions and procurement arrangements that advance Canada’s international commercial and economic interests.
- Provide contractual assurance: When acting as prime contractor, CCC can provide foreign government buyers with assurance that contractual obligations will be fulfilled according to the terms of the agreement. This government-backed approach reduces procurement risk and builds trust between parties.
- Carry out activities necessary to fulfill its mandate: The Act provides the authority to undertake activities and enter into arrangements required to support its trade facilitation mandate, including acquiring and managing assets necessary for its operations.
From policy to execution
CCC’s role is ultimately about execution.
